A "word" is one translated word. A 500-word page translated into 3 languages uses 1,500 words of your quota. More languages = faster quota usage, but you're never locked out of adding languages. Repeated strings on different pages are only counted once.

Yes. Upgrade, downgrade, or cancel anytime. When you upgrade, you get the new limits immediately. When you downgrade, your current plan runs until the end of the billing period.
Existing translations keep working and your visitors notice nothing. New strings are not translated until you upgrade or your limit resets at the start of the next billing cycle.
